In my neck of the woods (which is not to say that my neck resembles the woods, no not at all my pretties), we call this a "shlong", as in "SH(ort on top,) LONG (in the back)". I think an early issue of Rollerderby had a map of North America which showed the various names for this phenomenon by region. t. At 11:27 AM 11/25/98 , John Stuart wrote:

A mullet cut is short on top and sides and long at the back. Check out the Beastie Boys song 'Mullet Head'. They had an artice about the style (of haircut) in Grand Royale magazine a year or so back. It featured loads of pictures of victims of the mullet.
