Sinister: dundee on the tv

Wednesday night on the quiz show "Jeopardy" Dundee, Scotland, was one
of the answers. 
in the question, er, i mean answer, they said it was a steel town.  i
was wondering if that is one of the reasons why it has a "reputation"
as being a rather dank place?
here in the US, towns and cities that are traditionally "industrial"
with steel mills, or car factories, or mines, have a sort of gray and
sad essence to them, and aren't exactly hotbeds of art and culture. 
well, that isn't as much the case now as it was say, 25 years ago, but
the "reputation" still follows these places.  
in light of the past discussions on the working class, and Dundee,
etc. this seemed relevant to me.
