It's been done a few times.  I've got Enhanced CDs of the last Kylie
single, Black Grape, Suede, and... wait for it.. Chitty Chitty Bang Bang
Original Soundtrack! (The video is of the original movie trailer)

They usually run on Win95 or Macintosh, and are Macromedia Director
creations.
