Sinister: yumm... grammar

okay, so i didn't mean *always*. usually. okay? i think what i meant was that
in a situation like that, if there's a preposition, than it's always followed
by "whom" or "whomever". am i right in saying that? 'cause i can;t think of a
single situation in which one would say "to who". 
i should would on wording such things a bit better, no?
