Sinister: colour my world with the chaos of trouble

I hate to show my ignorance so horribly.. but I must, as curiousity gets the
best of me. What does "twee" mean? I've heard it used many times now and just
don't grasp the meaning. I think it means a sort of music but don't know what
kind. Compliment or no?
